Ralph Iannelli’s passion for firearms began at a young age through hunting and long-range rifle shooting. What started as a personal interest evolved into a lifelong pursuit of professional development, firearms proficiency, tactical training, and the responsible application of force in the civilian environment.

Throughout his career, Ralph has dedicated himself to studying under some of the most respected instructors and professionals in the firearms and tactical training community. His philosophy is rooted in the belief that civilians, law enforcement officers, and military personnel often face different realities, requiring different considerations, tactics, and decision-making processes. As a result, Ralph emphasizes practical, standards-based training that develops capable, responsible citizens who can perform under pressure when it matters most.

Ralph founded Failed State Research with a mission to provide performance-driven firearms instruction focused on practical application rather than theory. Through structured training programs, private instruction, and performance coaching, he helps students build confidence, accountability, and repeatable standards that hold up under stress.

Santa Barbara Police Department

Assistant Range Master

Working under Head Range Master Gary Kerwood, Ralph was responsible for supporting department firearms training, range operations, officer qualification programs, and armory management.

His responsibilities included:

  • Developing and conducting firearms training programs for sworn personnel

  • Teaching firearm safety, marksmanship, weapon handling, and tactical shooting skills

  • Administering firearms qualifications and requalifications

  • Conducting remedial training for officers requiring additional instruction

  • Maintaining officer certification and qualification records

  • Serving as a range safety officer during live-fire training

  • Managing firearms inventories, ammunition accountability, and equipment issuance

  • Assisting with policy development, training standards, and range operations

  • Supporting specialized weapons certification programs

  • Coordinating training schedules and departmental firearms programs
